Vuosi 2017 alkaa merkittävällä kuntarakenteen muutoksella, kun kunnanraja Kuopion ja Juankosken välillä häviää ja kaksi kaupunkia jatkavat matkaa yhdessä. Juankoskelaisten ja kuopiolaisten yhteisestä tahdosta ja myös valtion toimesta syntynyt päätös jatkaa yhtenä kaupunkikokonaisuutena siunattiin molempien kaupunkien valtuustoissa.
Yhteinen taipale ja yhteinen työ on alkanut jo vuonna 2016, kun Kuopion kaupunginvaltuustoon tuli uusina, täysivaltaisina jäseninä seitsemän valtuutettua Juankosken kaupungista. Näin valtuustot muodostivat kuntarakennelain ja yhdistymissopimuksen mukaisesti ns. osayhteisvaltuuston. Työ on alkanut rakentavassa ja eteenpäin katsovassa hengessä. Huhtikuun 2017 kunnallisvaaleissa unohdetaan menneet kuntien rajat ja valitaan yksi ja yhtenäinen kaupunginvaltuusto koko Kuopion alueelta.

On tärkeää pitää mielessä, että vaikka kuntaraja poistuu, Juankoski säilyy kuitenkin Juankoskena. Juankoskelaiset voivat yhä vaikuttaa Juankosken asioihin ja Juankoski tulee edelleen olemaan asukkaidensa näköinen.
Pitäjäraadit toteuttamaan lähidemokratiaa
Eräs tapa, jolla juankoskelaiset voivat vaikuttaa asuinalueensa asioihin tulevat olemaan huhtikuun kunnallisvaalien jälkeen perustettavat pitäjäraadit. Kuopion kaupungin strategiassa 2020 yksi keskeinen tavoite on asukkaiden ja järjestöjen ottaminen mukaan kaikkeen suunnitteluun, toimintaan ja päätöksentekoon.
Kuopion kaupungin valmisteleman lähidemokratiamallin mukaisesti Kuopion kaupungin kuntaliitosalueille (Riistavesi, Vehmersalmi, Karttula, Nilsiä, Maaninka ja Juankoski) perustetaan pitäjäraadit.
Pitäjäraadin tehtävänä on edistää alueen asukkaiden osallistumis- ja vaikuttamismahdollisuuksia sekä alueen kehittymistä. Ne tarjoavat alueen asukkaille väylän kehittää alueensa palveluita, demokratiaa ja yrittäjyyttä.
Pitäjäraatien toiminta käynnistetään uuden valtuustokauden alussa 1.6.2017 lukien. Pitäjäraadit valitaan alueellisissa pitäjäkokouksissa heti kunnallisvaalien jälkeen. Tulevaisuuden visioissa pitäjäraativerkosto voisi kenties ottaa vahvemmin roolia alueen asukkaiden hyvinvoinnin edistämisessä.
